摘要:PROBLEM TO BE SOLVED: To resolve a problem in which when information on an intra-prediction mode of a luminance signal and information on an intra-prediction mode of a color difference signal are encoded and arranged in an encoding bit string, the processing efficiency may be reduced if not arranged depending on a color difference format.SOLUTION: When performing intra-prediction of an image signal in a minimum encoding block unit that is preliminarily set, and in a case where a division mode for horizontally and vertically dividing a luminance signal is set, an intra-prediction part 103 performs the intra-prediction of a color difference signal in a prediction block unit for intra-prediction of a color difference signal in a minimum encoding block that is set depending on a color difference format. A second encoding bit string generation part 113 generates such an encoding string that information on an intra-luminance prediction mode for a prediction block of the luminance signal and information on an intra-color difference prediction mode for a prediction block of the color difference signal at the same reference position as the prediction block of the luminance signal are consecutive.
