摘要：<p>PURPOSE:To eliminate mis-detection of a motion vector in a high order layer and to reduce the arithmetic operation quantity to detect the motion vector by detecting the motion vector from the vicinity of a motion vector detected in a low order layer used for an offset when the motion vector of the host layer is detected. CONSTITUTION:An offset vector generating circuit 17 reads a motion vector in a picture with a low resolution detected by a coding section in a 1st layer from a motion vector memory 5, a coding section of a 2nd layer generates an offset vector used to detect the motion vector as an offset and outputted to a motion vector detection circuit 23 of the coding section of the 2nd layer. The motion vector detection circuit 23 detects a motion vector between a coded picture and a reference picture from several picture elements in the vicinity of the offset vector and writes the vector to a motion vector memory 12. Then a coded picture, a reference picture and a motion vector are inputted to a 2nd coding circuit 13, in which high efficiency coding processing is implemented for the difference picture with high resolution.</p>
