摘要：PROBLEM TO BE SOLVED: To provide an implement 5 for hoisting a flag, preventing twine thereof and preventing impairment in appealing effect thereof by fluttering and winding, being blown off or entwining around a vertical pole 4 by wind. SOLUTION: This implement 5 is made of a soft material like polyethylene resin and is placed between a holder 2 of the flag 1 and the vertical pole 4. The implement 5 is attached to the holder 2 to keep it and reduces the contact resistance between the vertical pole 4 and the implement 5 to allow smooth rotation of the flag 1 while serving as a weight of the flag 1.
