SOLUTION: In the external control type fan drive having double valve structure in which a plurality of oil supply adjusting holes are installed, an on-off valve of the oil supply adjusting holes is controlled On/Off by using engine cooling liquid temperature, acceleration of an engine, an air conditioner, a speed of a vehicle and others as a parameter, the rotation of a fan is changed in three steps, in five steps, or continuously, and fan noise in fan rotation change is suppressed.
