SOLUTION: In the system for supporting cooperative learning, a plan of learning and conditions of monitoring learning are described in advance based on activity model data that can express the relation between a role and an action to the learning resource and learning process definition data for managing the level of learning. A cooperative learning server, when it receives a request from a learner client for the operation of the learning resource, specifies the present level of learning and the role of the learner by an access management means and judges whether or not the operation of the learning resource is permissible.
