SOLUTION: The valve chest in which the rigid polyvinyl chloride pipes having a fixed diameter are cut in fixed length and the valve chest elements are manufactured, a plurality of the elements are laminated concentrically, interposing connecting rings and an iron cover is placed at the uppermost stage of the elements is configured, a slightly long skirt having an inside diameter movably fitted to the outside diameter of an uppermost-stage valve chest element is projected and organized integrally to the underside of the iron cover, a site oppositely facing the top face of the valve chest element, and the height regulating rings composed of the same component as a singular number or a plurality of the valve chest elements in fine height within the range of the length (height) of the skirt or the tilting rings for tilting the valve chest surface at the road grade are assembled and constituted.
