摘要:PURPOSE: A motion estimating method and apparatus are provided to reduce a coding time and a consumption power by using a motion vector of blocks around a current block. CONSTITUTION: A motion vector estimate judging section(110) receives a motion vector of a macro block around a macro block to be now coded and a motion estimate error and judges whether an estimating of a motion vector should be performed. A motion vector estimating section(120) receives a signal for driving the motion vector estimating section(120) from a motion vector estimate judging section(110) and performs a motion vector estimation. A switch(130) selects one outputs of the motion vector estimate judging section(110) and motion vector estimating section(120) according to the judgement result of the motion vector estimate judging section(110). A memory(150) stores an input image signal and a reference image signal.
