摘要：<p>PROBLEM TO BE SOLVED: To improve the application efficiency of a communication network having multi-layer constitution by reflecting information more close to a user requesting service to communication control. SOLUTION: An observation part 11 enters the state of an upper layer of a node terminated on both the upper and lower layers out of nodes constituting a communication network 10 to be observed controlled as an observation value periodically in each link or when fixed time has elapsed. A storage part 12 stores information related to each link and including observation values within a previously specified period and the contents of service. A calculation part 14 determines the constitutional information of the lower layer including link capacity and a link route from the contents stored in the storage part 12 and the information of control contents 13 for respective layers while considering whether the contents of service can be satisfied or not in the case of controlling the lower layer. A control part 15 reflects the determined constitutional information of the lower layer to the communication network 10.</p>
