摘要：<p>PROBLEM TO BE SOLVED: To enable the same rate control as higher-rate encoding and to improve the picture quality by performing control so that a quantization scale is not smaller than a specific minimum quantization scale when it is decided that a pattern is not complicated. SOLUTION: The device is composed of a discrete cosine transform(DCT) circuit 2, a quantizing circuit 3, a variable-length encoding circuit 4, a motion compensation predicting circuit 6, and a control part 7. This control part 7 comprises a rate control circuit and a circuit group etc., operating in relation to the rate control circuit. This circuit group has the bit rate set higher than a target transfer bit rate and is so monitored and controlled that the quantization scale determined by the rate control circuit does not exceed the specific maximum scale when the pattern is complicated and does not become smaller than the specific minimum scale when not.</p>
