摘要：PROBLEM TO BE SOLVED: To always obtain a best communication quality, to further accelerate processing and to make the power of a battery small by having a means which changes control data to control an operation. SOLUTION: Control data is set and a base station retrieval time is started. Settings (S13) of a monitored base number an electric field intensity of each base station and data error ratio are performed. When there is a monitored base station, the base station number is compared with an appropriate value (S16). When the base station number is smaller than the appropriate value, control data is changed (S17), to a control data that is adjusted to a local part and operated. The changed control data include data for base station retrieval time, synchronization acquisition time, synchronization establishment time, handover start time, handover processing time, supervisory time for control channel pull out restoration and outside timer time. When comparison of the base station number with the appropriate value is finished, a most appropriate base station is selected among monitored base stations, a control channel is established and processing is performed (S18 to 21).
