摘要：PURPOSE:To prevent the wrong processes that may possibly occur in a post- treatment when an external synchronizing signal exceeds a prescribed allowable range by some reason by measuring the input external synchronizing signal and outputting the deciding signals in accordance with the states where the result of measurement is kept within or out of a prescribed range respectively. CONSTITUTION:A deciding circuit 11 and an alarm circuit 22 are added to a picture input device 1 and a picture processor 2 respectively. The deciding signals 5 received from the circuit 11 are inputted to a picture process circuit 21 and the circuit 22. The circuit 11 measures an input synchronizing signal 3 and outputs an OK signal and an NG signal when the result of measurement is kept within or out of a prescribed range respectively. The OK signal functions to input a video signal 4 to the circuit 21, and the NG signal does not function to input the signal 4 to the circuit 21 and then functions to inform this fact via the circuit 22. Thus it is possible to prevent the wrong processes of the processor 21 that may possibly occur when the external synchronizing signal exceeds a prescribed allowable range.
