摘要：PURPOSE:To process a picture element group properly, by subjecting picture elements of a region corresponding to the picture part in the picture element group to the dither processing so that these picture elements have an average density and judging the region as a half-tone region when the number of picture elements which have value 0 after this processing is smaller than a predetermined threshold. CONSTITUTION:A picture signal Sa is converted to an M-line M-column arrangement by an arrangement changing register 10, and a signal Sb obtained by this arrangement conversion is inputted to an average value calculating device 12 from an input/ output controlling device 11, and an average density Sc of picture elements is calculated in the device 12 and is stored in a memory 13. The picture element group in the memory 13 is scanned with a control signal Sd by a boundary detection controlling device 14, and a signal Sf of a region corresponding to the picture part in the picture element group in the memory 13 is outputted by the memory 13 and the device 14. The picture region is subjected to the dither processing by a dither processing device 16, and a proportion of level 0 in the picture region made binary is obtained by a counter 17 and an operating device 18, and this proportion and a threshold are compared with each other in a comparator 19; and if the proportion is smaller than a prescribed value, the picture region is processed as a half tone region.
